Humming whirling noise when ignition is in the position before cranking

2014 civic lx and I noticed that when I turn the key to the position before it cranks I hear a noise. I hear the fuel pump shut off, but this noise stays on. It is a bit similar in sound to the fuel pump. I can only hear it if the door is open and it is definitely not coming from the inside or fusebox inside. Any ideas? Is this normal?

Could someone else with this car possibly test this on theirs and let me know if you hear the same noise on the outside?

I just went out to the car, turned the key to 'ON' (key position before it cranks), opened the bonnet to hear better, and heard nothing. And I can't say that I ever have.
