yep, all holes are already there, just need to buy the panel, a couple bolts, and a couple clips. here is what i ordered for just the rear most panel:
74625-TR7-A00 1x COVER, RR. FLOOR (LOWER)
    90111-SM4-003 2x BOLT, BUMPER
    90149-SA0-003 2x BOLT, BUMPER
    91506-S9A-003 2x CLIP B, BUMPER

installation is pretty easy and i was able to do it in about 10-15 minutes. the longest part was jacking the rear end up so i could get a better look at everything. if you want to add the panel under the gas tank, you will have to replace the tank straps which is more $$$ and more time. personally, i don't think the panel under the gas tank will do too much to add to MPG's.

Delsoldon: Where did you end up buying your parts? I ordered mine recently and they wanted $50 for shipping and not the regular $15 they quoted me.

it will be different depending where they are being shipped from, but i ordered from here: https://www.1hondaparts.com/

it may end up being cheaper for you to order from your local honda dealer. you might not get a discount on the part price (never hurts to ask if they'll match the price), but you will save on shipping.

@ delsolden i would like to know if you noticed any bad side effects of making this mod. i mean logically there should not be any, but i would like to know before jumping in! there should be no warranty issues here right? it is just basically more mudguards (which give better streamline). yes?!

i have not noticed any negative side effects. they are OEM honda parts, so they shouldn't affect the warranty at all. if you are worried for whatever reason, it is completely reverse able before you take your car in.

have you checked your car to see if yours have the panels. after looking thru the thread, some cars had the panels, some didn't. my car, '14 EX Sedan has all the panels.....i know because i had to trim them to fit around my hitch.

Hey all, thread revival! Has anyone verified if these panels became OEM for 2015 EX sedans? I don't want to order and find out I already have them! Thanks

Upon further inspection of a 2013 HF vs 2015EX, the part numbers match on the two panels listed early in this thread. Darn. Was hoping for a slightly better edge in my amazing MPG! My CVT gets me 40.9 average US MPG since I've owned it (5.8L/HK for Canadians). That's over the last ~8,000 miles(11,000KM). So far I have just HF wheels and the HF rear lip.
