First race the 9th takes him, second is pretty much tied the 8th pulls away by a hair... you can see him talking in the end saying 9th is faster because it has a bigger engine.

9th is probably stock, i left a comment to the publisher of the vid asking for mods in 8th

It said at the bottom of the video that the 9th had a cat back and flash pro. The 8th has intake, header, cat back and something else.

No. Your gearing gets taller every shift in the 9th gen. By the time you get into 4th gear your torque advantage is nearly gone. There's nothing wrong with the 9th gen gearing, it just is what it is.
