Stock cars, as sold new, are held to safety standards relevant to lawful everyday driving. The vast majority of people seldom use stock brakes to their limits. There's no reason to. For track use, better performance brakes are mandatory unless the car is built for track and street use as a few higher end cars are designed and offered.
