I gotta ask why? All I can see from doing this is a great potential for draining the car's battery when you least expect it.

This is not a good idea; for reason stated by Jamis.
Not to mention the possibility of creating a fire condition, from poor workmanship.

 

The main reason I see of doing this is to allow phone charging when the engine isn't running. Lots of other vehicles have this feature... Yes, there is a possibility of draining the battery, but not much from just charging a phone.

 

just turn your key on to 1? i do that all the time...
