Im in the proccess of cleaning my ex sedan and I noticed that the bottom of it is like rubber ? Theres areas of bubling and is painted white. ive never seen This in a car maybe is something new? What the hell is that ? It looks like a undercoating gone bad , I've never seen that before, it was like this new?

Brand new and um drivers side so far im not home so i didnt check the other side..... I mean... It stops right before it gets too high up the door panel

It is normal. That's at the rocker panel. Its a sound deadening rubber compound.

it's just soft undercoating. Totally normal.

Normal. I have this too. I wondered about it and went to the nearest dealership all the Si's on the lot had it too.
