it all depends on how well you want to restore a 9 year old civic with unknown mileage.

it is an SI which are in demand, either way I would por-15 the rust after proper treatment to stop the cancer.

whether they shoot the whole side to blend or you do a patch fix, stopping the rust is the most important.

since its winter and salt time in your area, just shoot some krown or rust check in the can on the rust areas until the spring.
those products stop rust in its tracks, but wear off in time.
remove the screws in the bumper cover pull it back and shoot those metal areas behind it.
willing to wager there is rust behind the bumper cover as well.

painting a vehicle in the winter is not a wise idea, esp large areas and even in a pro setting.

Damn dude I have rust in the exact same spot. It's bubbling up the paint and probably 3 inches across. I got a quote this week and they wanted $1800, but they planned to cut and replace that area with new steel, and repaint it. Weird that the quote included replacing the VTEC sticker too, which doesn't need to be replaced and far enough away from that area, so I'm gonna get another quote or two. Definitely a wake up call to take care of some of my paint chips before they become a problem.

if its just surface rust from peeling paint, its repairable.
cut and weld will only rot worse in the future.
most never do the job properly, or spray cavity wax in behind the panels after welding to halt the corrosion process.

this is where the rot begins, and within 5-10 years that area will look like trash.
