Under federal regulations in the United States, motor vehicles must be manufactured so that the third brake light (or "center high-mounted stop lamp") and all other stop lamps are steady-burning when they are in use.

That being said, the third brake light does not need to be in the spoiler. An LX or DX package tray and brake light can be swapped into an EX or Si.
By "steady-burning when they are in use", does this mean that keeping the CHSML is optional, as long as the other two are steady-burning?

I probably want to keep the CHMSL anyways - I was thinking of buying an LED strip and putting it on the horizontal part of the spoiler itself.

Edit: also, do you have a reference or something for the LX/DX package tray? I'm not quite sure what I'm looking for. (not well versed in car parts at all)

Steady means not those obnoxious flashing brake lights.
