Absolutely.
I got my '93 Si, '00 Si, and '03 RSX-S over the phone. All the local dealers in Houston were unwilling to negotiate anything to my liking, so I tried Louisiana instead(Shreveport, Holmes Honda World). The RSX was bought in Houston though because they had plenty in Silver.
You simply call them up and tell them you want X vehicle and will pay exactly X dollars OTD, not a penny more. It really is that simple. they say yes, or no thanks.
As for the paperwork, they extrapolate whatever pricing subtracted from your offer. Like dealer document fees, tax, etc., etc., and realize your base price + those items to come to your total. Offering a round number helps...I usually add upto and including $300 or $400 over invoice, but got my RSX for $106 over invoice because they had 12 in my color on their lot. I picked the one with the lowest mileage(6 miles).
So, yes, you can negotiate over the phone by simply telling them to take it or leave it. It sure is fun to have one of them call you back while you're already on the phone with the next dealer making the deal happen: "sorry, you should have accepted my offer the first time, another has already accepted it". :icon_wave:

If anyone is getting a loan, ALWAYS check the pricing chart using a simple loan calculator like this one:

Just spend some time typing in different APR's to discover your monthly payment. Don't EVER let the dealer decide what you pay monthly, you should already know before you even walked in the door.
I also noticed at least one responder saying he paid for Rust Protection and Paint Sealant. I hope nobody falls for this garbage as it is 99% useless and you can argue your way out of it and still get it for free. Their fabric protector for example can be achieved with a $5 can of Scotch Guard.

My goal, assuming I decide to buy the Civic Si Coupe, bone stock, no summer or NAV, I plan to offer $23000 OTD. I broke the price down so you guys can see how that number is achieved:
Invoice is $21,211 including delivery
I'll offer $21500, then add 6.25% tax which comes to $22,843.75
The remaining $156.25 is for license and title fees which should be more than enough to cover them
That $23,000 OTD allows them to make $289 over invoice + an additional $444.10 for the dealer holdback, which is 2% of the base MSRP on the Coupe Si no/Summer or NAV. That's over $700 profit.
Yes, I realize I will have to wait several months for this to happen because all the local dealers want sticker price or very close to it. Oh well, I still thoroughly enjoy my RSX-S while I wait. Maybe I'll get a 2013 as a result.
