I'd ditch the steel rims before spending any money on covers and go with some aluminum wheels.

I had steel wheels on my vehicle originally and found them to transmit a lot of road nose into the cabin area when traveling at cruising speed over expansion joints. I believe steel wheels were actually a little lighter in weight, but the vehicle seems to handle better with the aluminum wheels with much improved steering response.
